In October, 2007, Venezuelan President Hugo Chavez changed the time zone for Venezuela from GMT / UTC -4 hours to -4:30.

The reason for the change, as described by Science and Technology Minister Hector Navarro at a news conference, is to help create a more fair distribution of sunlight across the country. This is especially supposed to help children so they wake up at dawn rather than prior to sunrise. Other reasons cited were to help citizens make more effective use of daylight hours and scientific studies showing the metabolic activity of living beings is synchronized with the light of the sun.

Venezuela was one of three countries that emerged from the collapse of Gran Colombia in 1830 (the others being Ecuador and New Granada, which became Colombia).
